The Non-surgical Procedures and Functions of Medical Reviewers (Scotland) Bill passed Stage 3 on 17 March 2026, and the draft Civic Government (Scotland) Act 1982 (Licensing of Non-surgical Procedures) Order 2026 pairs with it to create a split model: higher-risk procedures must operate in premises registered with Healthcare Improvement Scotland, while lower-risk procedures are licensed by local authorities.

TreatCompare analysis: 352 premises in Scotland may require assessment for licensing, registration, or compliance under the incoming framework. The operational challenge is now identifying providers across both regimes and detecting online-only operators.

England, Wales, and Northern Ireland do not yet have equivalent frameworks. Practitioner regulation runs through professional bodies (GMC, NMC, GDC, GPhC), and most injectable clinics in England operate outside CQC registration.
